Health concerns surrounding overcrowded jails and the onset of COVID-19 combined with nationwide calls for criminal justice reform have led many cities and states across the country to reduce jail populations, but the question of what happens to people after they’re released is less clear. Without family support or job prospects, many wind up in homeless shelters which often leads to rearrests that strain the system and cost taxpayers thousands of dollars. In NYC, the concern about the spread of COVID-19 in homeless shelters prompted the The Mayor's Office of Criminal Justice and Mayor's Office of Emergency Management to come up with a different solution -- to house formerly incarcerated individuals in hotels that have been emptied due to the halt in tourism during the pandemic. Housing First is the concept in which a person facing homelessness is given stable housing and once that is secured, other issues such as job readiness, addiction treatment, etc. can be addressed. Exodus Transitional Community is the nonprofit organization the city chose to work with to manage these hotels. Exodus has been working with adults and youth affected by the criminal justice system since 1999, advocating for their rights, collaborating with them on skill-building, and helping place them in jobs all over New York State. VICE gets an on the ground look at this project through the eyes of Exodus employees and individuals placed to live in these hotels as they navigate finding jobs and more permanent housing amidst a pandemic and the pending expiration of this project on October 31st.
